A non-resident holding no Oregon license, in no Oregon system but the volunteer program, whose date of birth entered the Department ten days before he provided it: whatever carried it in is a record, not an inquiry. Asks that the records capable of showing the source be preserved with the rest.

Ms. Bradley, Thank you for confirming. On item seven, I believe it falls inside the categories you've already confirmed. I was not an Oregon resident on March 24, 2026. I held no Oregon license and appeared in no Oregon system except Oregon State Parks' volunteer program. My date of birth could not have been retrieved from any database available to the Department, and it was entered ten days before I provided it. It therefore came into the Department from an external source. Whatever carried it — a communication, a transmitted record, a query log, or a CAD entry log — is a record, not an inquiry. I am not asking the Department to determine the source. I'm asking that the records capable of showing it be preserved along with the rest. Kind Regards, Robert Samuel White
