Ms. Gutridge, Thank you for the acknowledgment, and for the offer to work together on scope. I would like to narrow the request if narrowing is warranted, and I am asking for your help to do it accurately. Your letter states that the request is very broad in scope without identifying which part carries the weight. If you would tell me which of the nine categories account for the burden, I will consider each one on its own merits and respond to each. I would also like to understand the characterization itself. My request is for the records of one person. It is bounded by my name, my two email addresses, my two domains, and my date of birth. I am asking, in good faith, how a request limited to a single individual becomes very broad in scope. If the answer is that records about me are held across many divisions, I would like that stated, because it is meaningful information about how widely one citizen's file has traveled inside the Department. If the answer is that the Department has no way to search by subject and each division must be searched separately, I would like that stated as well. Please also prepare the fee estimate. I would like to see the figure alongside whatever narrowing you propose, so that I can weigh the two together rather than one without the other. Thank you for your time. Robert Samuel White
