My response to both is attached. I dispute both. I am not paying either one, and I am not narrowing either request. I do not pay for records I have a right to see. Neither estimate answers the fee waiver I requested under ORS 192.324(5) on September 5. That request is still pending and it requires a written determination. The authority to make it belongs to the custodian, which is the Director, not to External Relations. Director Sumption is copied here, as she was copied on the request. She is also its subject. Items 1 and 3 seek her own communications. The waiver is hers to grant. One item is not a fee question. On the September 11 request, item 2 is answered "This is not a record we have," on the same page where item 1 agrees to produce the SharePoint or OneDrive version histories of that document. A version history is a record of saves with the date, time, and account for each. If that answer stands, state it as a denial, identify who made it, and state the search performed. There will be no negotiation of scope, no call, and no meeting. Produce the records the public has a right to see. Or don't, and continue to show what kind of institution you are. Robert Samuel White
