I am your constituent. I live at [physical address], in House District 9.

The attached letter concerns Statewide HR Policy 50.010.02, Violence-Free Workplace, issued by the DAS Chief Human Resources Office and applying to every executive branch agency in Oregon. It asks you to look at two sections of one document.

Section 7 lists who may be barred and terminated under the policy, and names volunteers explicitly. Section 8 prohibits retaliation against those who report or experience workplace violence, and names employees only. The same document brings volunteers inside
its enforcement reach and leaves them outside its protection.

The letter asks three things of you, none of which require a bill or a committee: read those two sections and satisfy yourself I have described them accurately; submit a legislative information request to DAS for the number of behavioral threat assessments
initiated by executive branch agencies since January 1, 2023, and for the current and superseded versions of the policy; and ask DAS-CHRO in writing what protection 50.010.02 affords a volunteer who reports workplace violence.

Section III sets out why I am asking. It is documented, and one part of it bears on my credibility rather than the agency's: the Oregon State Police dispatch record for the visit to my home states it was made for the Forest Service, and the District Ranger
for the Central Coast Ranger District has since stated in writing that the Forest Service did not initiate it. I have been the volunteer caretaker at that federal facility for more than a year and remain in the position today.

Senator Anderson is copied as my senator in District 5. Director Sumption, the DAS Chief Human Resources Office, and the Office of the Governor are copied because the letter concerns a policy DAS issues and OPRD administers, and because I do not send anything
