Director Coons,

You inherited this situation when you became Interim Director.

Your Deputy Director, JR Collier, attempted to intimidate me with positional authority rather than address the documented abuse or pursue any resolution. His letter demanding I only communicate through him was a containment strategy, not accountability.

I responded by exercising my rights as a citizen to contact public employees directly. I enumerated many of the harms your institution has committed. I continue to observe your silence.

You are now responsible for:

- 326 days of constitutional violation.

- An ongoing denial of civic participation as retaliation for protected speech.

- No investigation into documented abuse by OPRD staff.

- No accountability for the actions that led to my expulsion.

- Continued institutional protection of those who harmed me.

This did not begin under your leadership. But it is continuing under your authority.

Every day you do not investigate is a choice.

Every day you do not restore my rights is a decision.

Every day you remain silent, you become more responsible for what your agency did to me and continues to do to me.

You have the power to end this. Your predecessor chose not to. Your deputy director chose intimidation over resolution.
