To [Park Supervisor], [Park Manager], [Volunteer Services Lead], and [Program Manager], I want you to understand the full scope of what you're managing. Or rather, what you're failing to manage. Consider who might encounter the archive. A volunteer who recognizes themselves in it. Someone who experienced what you do to people who refuse diminishment and never had the words for it until now. Someone who contacts me. Someone who is not alone anymore. A journalist working a broader story about volunteer labor and institutional accountability. A search. A website. A complete record you cannot dispute. A complete record you've ignored for nearly a year. A rival political campaign that understands the value of documented corruption at an agency under the current administration. With anti-LGBTQ undertones that any campaign operative would recognize immediately. They don't need to build a case. You already built it for them. A legislator on the parks oversight committee looking for a hearing topic. Two questions that have no defensible answers: Why doesn't OPRD have a published grievance process for volunteers? Why has the DEI position been vacant for over a year? A new hire in your own HR or DEI department who pulls the file and asks why it was never addressed. A whistleblower inside OPRD who has their own grievances and sees the archive as confirmation. A federal agency that funds your programs asking about civil rights complaints. A future employer doing due diligence on one of your names. A simple Google search. A colleague who finds it and says nothing but knows. A reference check that surfaces it at exactly the wrong moment. Discovery in a 1983 claim that surfaces internal communications you didn't anticipate. Depositions under oath. Each of you calculating whether your interests still align with each other's as that moment approaches. An accreditation review. A state audit. An insurance carrier asking questions. You are not managing a disgruntled former volunteer. You are managing a permanent, documented, public record of obvious corruption that is findable from any direction by anyone with any interest in finding it. And it is growing. Every day you choose silence, the exposure compounds. Every person added to this list is another set of eyes. Every question I send is another document in the archive. Every day the counter increments, the record becomes more undeniable. And I will never stop. You made a calculation 341 days ago that I would. I built something instead. What will you say when your silence no longer holds? What will you say when it's not me you're answering anymore? I expect a substantive response to what I have sent you. Anything less, including your silence, is another documented act of continuing corruption at Oregon State Parks. Robert Samuel White Former Oregon State Parks Volunteer oprdvolunteerabuse.org
