Pursuant to ORS 192.311 et seq., I am requesting the following records:

 

All public records requests received by the Oregon Parks and Recreation Department from January 1, 2023 to present, including for each: the date received, the date of agency response, the method of production (electronic or physical mail),
whether a fee was assessed, whether a fee waiver was requested, whether a fee waiver was granted, and whether the request was fulfilled in whole, in part, or denied.

 

All written policies, procedures, or guidelines governing the agency's response to public records requests, including any internal guidance on production format, fee assessment, and timeline compliance.

 

All records reflecting instances where the agency missed the statutory five-business-day response deadline under ORS 192.324, from January 1, 2023 to present.

 

All records reflecting the involvement of the OPRD Director, OPRD Interim Director, or OPRD Deputy Director in the review, approval, or direction of responses to public records requests from January 1, 2023 to present, including any communications
in which executive staff directed the content, timing, or format of a response.

 

All records reflecting communications between OPRD legal counsel and executive staff regarding public records requests, including any guidance on withholding, delaying, or limiting production of records.

 

All records reflecting instances where OPRD legal counsel reviewed a public records request prior to response, from January 1, 2023 to present.

 

I request that responsive records be produced on a rolling basis as they are identified rather than held until the request is fully processed.

 

Please be advised that I expect all records potentially responsive to this request to be preserved immediately. Any destruction, deletion, modification, or alteration of responsive records following receipt of this request may constitute
spoliation and will be treated accordingly.

 

If any record or portion of a record is withheld, I require the following for each withheld item: the specific statutory exemption claimed, the date of the record, the author, and all recipients. A blanket exemption claim is insufficient
and will not be accepted as compliance.

 

I am requesting a fee waiver on the grounds that this request serves the public interest by enabling public oversight of agency compliance with Oregon public records law. This request is not commercial in nature. Responsive records will
be used to inform and supplement a public archive documenting institutional conduct, accessible at oprdvolunteerabuse.org. Public access to this information advances transparency and accountability in government.

 

I am further requesting that all responsive records be produced electronically in PDF or equivalent digital format and delivered to rsw@rswfire.com.

 

Please confirm receipt of this request in writing within the statutory five-business-day window pursuant to ORS 192.324.
