My name is Robert Samuel White. We have never corresponded. On September 3, 2026, Oregon State Police produced its file on me under public records request PR27478, and your March 3, 2026 email to Captain Kyle Kennedy is in it. The email that began everything
the file documents. The production is published in full at oprdvolunteerabuse.org. This letter is so the record contains, in plain terms, what you did.

I was publishing a documented record of state employees' conduct, on an announced schedule, under my own name, and writing to the officials responsible for it. That is the activity the First Amendment exists to protect, in its purest form.

You reported it to the police.

Not to a detective --- to the captain who manages your sister agency's public image. And the machinery you fed did what that machinery always does. My name went to a federal terrorism task force and to FBI personnel. A state fusion center opened documentation
on a citizen. My driver's record was pulled. My supervisor was instructed to conceal from me that law enforcement was asking where I live. Satellite photographs of my home -- a place with no address -- were gathered and pinned so that armed men could find
my door. They came on the anniversary of my dismissal.

The only thing I had ever attached to that date was a document.

Every officer who examined what you reported wrote down what it was: nothing. No threat, no violence, no crime.
The apparatus this state built for bombs and shooters was aimed at a man for publishing the truth about it — and it was aimed by you, in one email, whose stated concern was that my letters were reaching the Governor.

Nothing in the record supports what you did. The record now holds it, permanently, with your name on it, and it is the subject of a tort claim served on the State of Oregon.
