Pursuant to 5 U.S.C. § 552 and ORS 192.311 et seq.

To Whom It May Concern,

I am submitting this public records request for all records related to a law enforcement visit that occurred on March 24, 2026 at the Siltcoos Work Center, U.S. Forest Service, Siuslaw National Forest, located at [physical address] —
a locked federal facility on restricted federal land.

On that date, two Oregon State Police officers accompanied U.S. Forest Service Special Agent Matthew Oliver to my residence at that location. Their stated purpose was concern about content I had posted online. I declined to speak without an attorney. I recorded
their departure. Oregon plate 731 QRV is visible on camera.

I am requesting the following records:

The full names, badge numbers, and unit assignments of the two Oregon State Police officers present at [physical address] on March 24, 2026.

All communications — internal or external — related to the planning, authorization, or coordination of this visit, including communications with the U.S. Forest Service, Oregon Parks and Recreation Department, or any other agency.

All records identifying who initiated contact between Oregon State Police and any other agency in connection with this visit.

Any records referencing my name (Robert Samuel White), my online archive, or the domain oprdvolunteerabuse.org in connection with this visit or any related matter.

Any incident reports, after-action documentation, or case files generated in connection with this visit.

This visit occurred on the one-year anniversary of my dismissal from Oregon State Parks volunteer service. The stated reason for the visit was content I had posted online about that dismissal. That is a First Amendment matter. I have a right to know who was
at my door and why.

I request a fee waiver on the grounds that disclosure of this information is in the public interest and will contribute significantly to public understanding of law enforcement conduct and interagency coordination. I am not seeking this information for commercial
purposes.

Please respond within the timeframe required by Oregon public records law. If any portion of this request is denied, please provide a written explanation citing the specific statutory exemption claimed.

Please be advised that I am preserving all rights and remedies available to me under state and federal law in connection with this matter, including litigation. You are hereby on notice to preserve all records, communications, and documentation related to the
March 24, 2026 visit to [physical address], including but not limited to all records responsive to this request. Destruction or alteration of any such records may constitute spoliation and will be treated accordingly.
