I am writing to request a waiver of the $12.50 fee associated with producing the Computer-Aided Dispatch (CAD) record you have identified as responsive to my public records request.

I request this fee waiver on the following grounds:

1. Public Interest in Disclosure

This record documents law enforcement contact that occurred on restricted federal land behind a locked gate where I live and work as a volunteer caretaker for the U.S. Forest Service. On March 24, 2026—exactly one year after my dismissal from the Oregon State
Parks volunteer program—three armed officers appeared at my residence: one U.S. Forest Service special agent and two Oregon State Police officers.

I was not provided the names or badge numbers of the state police officers at the time of contact. When I asked the USFS special agent's supervisor (Captain Brandon Boyd) to identify the two state officers, he instructed me to file this FOIA request to obtain
that information.

The public has a significant interest in understanding:

- Under what authority state police officers accessed restricted federal land

- What coordination occurred between state and federal agencies

- Whether this contact was connected to my prior documentation of institutional conduct at Oregon State Parks

- Whether proper protocols were followed for multi-agency law enforcement contact with a civilian on federal property

2. I Am Not Seeking Commercial Gain

I am seeking this information solely to understand the circumstances of law enforcement contact at my residence and to exercise my right to know the identities of officers who appeared at my door. I have no commercial interest in this record.

3. Ability to Pay

I am a volunteer caretaker living in an RV with no regular income. The $12.50 fee, while modest, represents a meaningful expense given my current financial constraints. More importantly, charging a fee to learn the identity of officers who visited my home creates
a barrier to a fundamental right.

4. I Have Every Right to Know Who Visited Me

When law enforcement officers appear at a person's residence—particularly on restricted federal land where public access is prohibited—that person has a basic right to know who those officers are. Requiring payment to obtain this information creates an unjust
barrier to accountability.

The CAD record you have identified contains information I should have been provided at the time of contact. I should not be required to pay for information that should have been disclosed voluntarily.

Conclusion

For the reasons stated above, I respectfully request that you waive the $12.50 fee and provide the responsive CAD record at no cost.

If you deny this fee waiver request, please provide a written explanation of the denial and inform me of any appeal rights.
