Dear Ms. Carlson,

I am writing regarding the outstanding CAD record in SP26097765 / PR27478.

Let me set out where this stands.

On April 3, the Department told me no responsive records existed. On April 4, I asked how that search had been conducted. On April 13, a responsive CAD record appeared, with a $12.50 fee attached, payable by check or money order only. That same day I requested
a waiver and told you I am a volunteer caretaker living in an RV on restricted federal land with no regular income.

On April 14, the Department responded to that statement of indigence by sending me a scanned PDF to print, complete by hand, sign, and mail.

I want to name what has been built here. To learn the identities of two armed officers who came to my home, I must first ask. Then ask again about the search. Then wait. Then be told a record exists after being told it did not. Then be assessed a fee. Then
be told the fee may be paid only by an instrument requiring a bank and a postal service. Then, to be relieved of that fee on grounds of poverty, I must produce a printer, paper, ink, an envelope, a stamp, and a mailbox.

Every step is defensible on its own. Together they are a wall, and the wall is the answer.

I am not going to pretend this is administrative. A person with no income was told that access to a record about himself requires equipment he does not have, to escape a fee he cannot pay, for information he should never have had to request.

So let me state the thing plainly.

I should not have to pay to obtain a single record documenting an action taken against me. On March 24, 2026, three armed officers arrived at my residence on restricted federal land, one year to the day after my dismissal from the Oregon State Parks volunteer
program. Two of them were Oregon State Police. They did not give me their names. They did not give me their badge numbers. Captain Felicia Sloan of the U.S. Forest Service told me to file this request if I wanted to know who they were. My U.S. Forest Service
Ranger has documented, in writing, that she sought that information herself and could not obtain it.

I have a right to know who was at my home. Period. Not as a courtesy. Not upon payment. Not after completing a form designed for people with offices.

That right does not begin when a check clears.

I ask that the Department accept my April 13 correspondence as the waiver request, grant it, and produce the record. If a signature is required, I will provide one electronically. If the Department will not do this, I ask for a written statement of the specific
authority requiring a printed and mailed form, and the rule that forecloses electronic submission.

I am asking the Oregon State Police to tell me who came to my home. The record exists. The Department has said so.
