To the Public Records Advocate / Attorney General's Office:

I petition the Attorney General for a Public Records Order under ORS 192.411, ORS 192.324(6), and ORS 192.407. The public body is the Oregon State Police, Central Records Section. The request is PR27478, submitted April 3, 2026, concerning OSP CAD event SP26097765.

In brief: OSP issued a "no records" determination on April 3, 2026. Ten days later a responsive CAD record was printed inside its Central Records Section; it was produced to me on July 14, 2026 — in full, with no exemption claimed and no fee charged — after
being conditioned for three months on a $12.50 payment and a mailed paper form. One hundred and ten days after the request, five of the requested categories remain without any disposition, no exemption has been cited for anything, the search has never been
described, the fee waiver has never been ruled on, and the litigation preservation notice I served on April 2, 2026 has never been acknowledged.

The attached petition sets out the record in full and states the relief requested. The exhibits (1–25) are the complete correspondence and the produced record, in a single indexed and page-labeled PDF; the exhibit index appears in Section VII of the petition.
I am not asking the Attorney General to make any finding about the underlying event — only to require Oregon State Police to respond to a public records request as the statute requires.
