Risk Management Claims, The reference number is noted. Please correct the characterization on your record. I did not make a submission. On September 3, 2026 I served the State of Oregon with a tort claim notice under ORS 30.275, and notice of documented First Amendment retaliation supported by the records Oregon State Police produced that same day under PR27478. Those are notices, not a claim application, and the distinction is not clerical. A notice preserves rights. It is not a request that the state evaluate anything. Except its conduct. Assigning an adjuster does not respond to what I sent. An adjuster values and disposes of claims. Nothing I have asked for is within an adjuster's authority. I have asked the Department, its Director, its Deputy Director, and the Governor's office for an independent investigation and for an accounting of what was done and by whom. Those requests remain outstanding and unanswered. I am not seeking a settlement and I will not be negotiating one. I will not accept confidentiality over any part of this record. Everything in this matter is published and will remain published. Correspondence should continue to come from the offices I addressed. The records are at https://oprdvolunteerabuse.org.
