To the Attorney General's Office:

I petition the Attorney General for a Public Records Order under ORS 
192.324(6) and ORS 192.411. The public body is the Office of Governor 
Tina Kotek. The request was filed September 5, 2026 and acknowledged 
September 8, 2026. The custodian answering it is Cameron D. Miles, 
Government Accountability Attorney.

In brief: on September 22, 2026 the office denied my fee waiver, 
estimated the cost at $572.50, and wrote that it would send instructions 
for payment if I decided to pay. I accepted two minutes later and asked 
for them. I asked again the next morning. They have not been sent. The 
office's obligation to complete its response is suspended for as long as 
the fee is unpaid, and the office controls whether I can pay it.

The denial applied five factors and found that none favored a waiver. 
The fifth was that I have not demonstrated an ability to disseminate the 
records and merely stated that I can post them on a website. That 
office's own correspondence was published in my archive before that 
sentence was written, on the same days it was sent, and I gave Mr. Miles 
the address of the tracking page on September 9.

No elected official has claimed a right to withhold any record here. The 
office has offered the records at a price.

The attached petition sets out the record and states the relief 
requested. Every document it cites is published at a permanent public 
address and linked in its sources, together with the repository commits 
that establish the publication dates. I can provide any of them as a 
separate file on request.
