Mr. White, I wanted to follow up with additional information about your public records request. You requested we provide all documents outlined in the invoice that could be provided without additional staff time. Below is a list of those items. You can download the files from these links, they are too large to attach in an email. You also requested a fee waiver. We have provided cost estimates at the reduced rate outlined in OAR 736-001-0030(2). The invoice provided earlier, and attached, includes a description of the staff time for these estimates. If you would like to narrow your request, those amounts may be reduced or eliminated. In addition to the documents below, we are reviewing emails to see if there are any that meet your request around law enforcement. I am hopeful to have that information for you in the next week. Thank you, Katie 1. All policies, procedures, manuals, and guidelines related to volunteer management, discipline, and termination (2020-present) Agency Response: Available for download https://files.oprd.oregon.gov/index.php/s/Y7HKnH9zKE8SXWP 2. All training materials provided to staff regarding volunteer supervision and communication Agency Response: Available for download https://files.oprd.oregon.gov/index.php/s/Y7HKnH9zKE8SXWP am not aware of any policies or procedures related to volunteer to employee transitions. For internal hiring processes, is this related to volunteers and if we treated them as internals? I think a little more clarification may help. 20. All documentation of corrective actions, policy changes, or training implemented following volunteer-related incidents Agency Response: Available for download https://files.oprd.oregon.gov/index.php/s/Y7HKnH9zKE8SXWP 32. All policies and procedures related to volunteer-to-employee transitions or internal hiring processes Agency Response: There are no OPRD policies or procedures related to volunteer to employee transitions. If a volunteer wants to work as an employee they would have to go through the normal process as an external candidate and only eligible to apply if the job is posted as an open competitive recruitment. They do not get to apply for agency only or statewide recruitments. ________________________________ From: Robert Samuel White <rsw@rswfire.com> Sent: Wednesday, April 29, 2026 1:06 PM To: GAUTHIER Katie * OPRD <Katie.GAUTHIER@oprd.oregon.gov> Cc: PUBLICCOMMENT Oprc * OPRD <oprc.publiccomment@oprd.oregon.gov>; Governor Kotek * GOV <governor.kotek@oregon.gov>; [Kotek Campaign Chair] Subject: Re: Follow-Up: Public Records Request Response – April 14, 2026 Letter One more correction. The police visit was on March 26, 2026, the anniversary of [Program Manager]'s letter that explicitly cites my public speech as the reason for my expulsion. Also I want to note that your response copies the deputy director. Their involvement in a public records request raises concern about whether this process is being managed institutionally rather than administered in accordance with Oregon public records law. Again, I look forward to your response. I need to correct an error in the address I provided with my public records request. The address listed — [physical address]— is not a valid civilian address for my location. It is an administrative address assigned to the work center by the U.S. Forest Service for internal purposes and does not correspond to a deliverable location. This is relevant because on March 24, 2026, law enforcement officers arrived at this location behind a locked federal gate that has no civilian address. Records referencing that visit may document this location in ways that are ambiguous or inaccurate. It should not be a basis for withholding responsive records. My actual location is the Siltcoos Work Center, Siuslaw National Forest. The following GPS coordinates correspond to this location: 43.87164, -124.13440. When conducting your searches, please be mindful of this circumstance and use your best judgment to locate any responsive records. I look forward to your next response. It will determine my next course of action. Sincerely, Robert Samuel White P.O. That letter demanded a fee waiver, revised cost estimates with specific justification, and immediate production of low-cost items. Thirteen days have passed. I have received no response. I am following up to confirm receipt of my April 14 letter and to request a response within seven days of this message. If I do not receive a fee waiver decision, revised estimates, or production of the low-cost items by that date, I will pursue the legal remedies outlined in my prior letter without further notice.
