Director Sumption, Deputy Director Collier, I filed a supplemental exhibit with the Attorney General today in my public records petition against Oregon State Police, PR27478. It is attached, along with the underlying document. On July 23, 2026, the District Ranger for the Central Coast Ranger District, Siuslaw National Forest, wrote to me regarding the entry in the Oregon State Police dispatch record for March 24, 2026 reading "FOR THE FOREST SERVICE." Her email states that the Forest Service did not initiate the interview, and that its involvement was limited to providing access to a secured facility. I am providing it to you because it is now part of the record in a proceeding before the Attorney General concerning an event that followed from your agency's actions. I write to supplement the record with one document received today. Section III of the petition addresses the comment entered in OSP CAD event SP26097765 at 08:41:32 on March 24, 2026, before the responding unit departed: "FOR THE FOREST SERVICE // FOLLOWUP INTERVIEW W/ ROBERT WHITE 04-11-1977." Relief item 6 asks the Department to produce the communication by which the information in that event was conveyed to the dispatcher who created it. On July 23, 2026, Michele Holman, District Ranger for the Central Coast Ranger District, Siuslaw National Forest, U.S. Forest Service, wrote to me regarding that comment. Her email states, in relevant part: "Regarding the CAD entry stating, 'FOR THE FOREST SERVICE,' I am unsure why that wording appears, as the Forest Service did not initiate the interview. The agency's involvement was limited to assisting OSP by providing access and guiding them to the Siltcoos Work Center. This is standard practice, as OSP does not have keys to Forest Service gates, work centers, or other secured facilities. Our law enforcement officer accompanied them solely to facilitate entry and ensure they reached the correct location." The full email is attached as Exhibit 26 (attached below). I offer this without argument and ask nothing further of the Attorney General beyond the relief already requested. The relevance is limited and factual: the federal agency named in the Department's own record has stated in writing that it did not initiate the event, and has described the extent of its involvement as providing access. The question of how that characterization came to be entered in the Department's dispatch record, and by whom, remains among the categories the petition asks the Department to address. You redirected me to FOIA and I pursued it. I choose not to file with the Forestry out of respect for our District Ranger and for the Forest Service we both serve. My focus, as it has always been, is on accountability at the state level. They expelled me for protected speech and put it in writing. They did that because I documented abuse I experienced as a volunteer with them. What your officer opened at that gate was retaliation delivered on the one year anniversary of that experience. Did you know that? I don't know how to reconcile that anymore than you probably do. It happened. It's part of the record. And I'm doing my best to focus on the ones who truly harmed me. And I do understand your silence around my questions, but you are letting an impossible characterization stand: that Oregon State Police were here because you wanted them here. How can that possibly be true? Who gave them my birthdate and the location where I live? What does "for the Forest Service" mean? I cannot separate this from the accountability I am seeking from the State of Oregon -- who it was that deliberately used police to intimidate me, how they can justify a letter that cites only my protected speech as cause for anything -- because your officer participated, and to protect him, you can't protect me, even though duty compels it. I am willing to indemnify your entire institution for this act, in writing, if you acknowledge it honestly. I only care that the record is accurate, and the record shows you were used as much as anyone. They tried to drive a wedge into a relationship that was not theirs to influence. The public body is the Oregon State Police, Central Records Section. The request is PR27478, submitted April 3, 2026, concerning OSP CAD event SP26097765. In brief: OSP issued a "no records" determination on April 3, 2026. Ten days later a responsive CAD record was printed inside its Central Records Section; it was produced to me on July 14, 2026 — in full, with no exemption claimed and no fee charged — after being conditioned for three months on a $12.50 payment and a mailed paper form. One hundred and ten days after the request, five of the requested categories remain without any disposition, no exemption has been cited for anything, the search has never been described, the fee waiver has never been ruled on, and the litigation preservation notice I served on April 2, 2026 has never been acknowledged. The attached petition sets out the record in full and states the relief requested. The exhibits (1–25) are the complete correspondence and the produced record, in a single indexed and page-labeled PDF; the exhibit index appears in Section VII of the petition. I am not asking the Attorney General to make any finding about the underlying event — only to require Oregon State Police to respond to a public records request as the statute requires.
