Captain Kennedy, This is a statement about record keeping. On March 3, 2026, an email arrived at your desk from the Oregon Parks and Recreation Department. It forwarded my writing and gave its reason: "Fyi — sharing for situational awareness since he is now including the Governor as well as our Director." It alleged no crime and quoted no threat. The next day, you asked that "a threat assessment be conducted asap." The file that followed opened with its own description: "Threat assesment investigation for a former State Parks volunteer … publicly airing grievances." On April 15, the detective closed it: "there is no evidence White has committed any crimes." The file remains, "documented for information only." In 2015, an agent in the Oregon Fusion Center flagged a tweet by Erious Johnson Jr., the Department of Justice's own civil rights director, as a threat. His superiors approved a threat assessment. An outside investigator examined it under the statute that is now ORS 181A.250 and called it an isolated incident. In 2026, the same fusion center documented me. Its analyst wrote that my actions "border on harassment due to the volume of emails." The decision that reached your desk had been made in this state before. I know that because records were kept, his and mine. I began keeping mine at Honeyman State Park in March 2025, when a supervisor's account was the only account and there was no mechanism to question it. I kept it through the dismissal, the exclusion, and the knock at my door. Your office produced the rest of it on September 3, 2026. Every document is published in full at oprdvolunteerabuse.org.
