Thank you for your interest in public records of Oregon Department of Transportation. Your request has been received and is being processed in accordance with the ORS 192.311 - 478, Oregon Public Records Law.  Your request was received in this office on 9/5/2026 and given the reference number R027904-090526 for tracking purposes.

Records Requested: This is a request under the Oregon Public Records Law. It is narrow and concerns one individual.

Lisa Sumption served as interim director of the Oregon Department of Transportation from January 2, 2026 until approximately the end of June 2026, while continuing to hold the position of director of the Oregon Parks and Recreation Department. This request concerns records held by the Department of Transportation relating to me during and after that period.

I am Robert Samuel White, date of birth April 11, 1977. I was an unpaid volunteer with the Oregon Parks and Recreation Department and was permanently excluded from all Department volunteer programs in a letter dated March 26, 2025. I have corresponded with Director Sumption about that matter since August 2025. On March 24, 2026 — during her ODOT tenure — Oregon State Police detectives and a federal officer came to my residence following a referral made by an OPRD employee.

The period requested is January 1, 2026 to the present.

I request the following.

1. All records concerning me held by the Oregon Department of Transportation, in any division or function, including records indexed under Robert White, Robert Samuel White, Robert S. White, Sam White, rsw@rswfire.com, oprdvolunteerabuse.org, rswfire.com, or my date of birth.

2. All communications concerning me sent or received by Lisa Sumption using any Oregon Department of Transportation email account, device, or system, in any medium, including email, text message, instant message, and any messaging application.

3. All records concerning me created, received, or held by any other Department of Transportation employee.

4. All communications between the Department of Transportation and the Oregon Parks and Recreation Department, Oregon State Police, the Office of the Governor, the Department of Administrative Services, or the Department of Justice concerning me.

5. Any record reflecting the forwarding, transfer, deletion, or migration of records concerning me between Department of Transportation systems and any other agency's systems, including at the conclusion of Director Sumption's interim appointment.

6. Any record reflecting the retention or disposition of Lisa Sumption's Department of Transportation email account and its contents following the end of her interim appointment.

For the purpose of this request, "concerning me" includes any record referring to Robert White, Robert Samuel White, Robert S. White, Sam White, my correspondence, my volunteer service with OPRD, my dismissal or exclusion, my public records requests, the archive at oprdvolunteerabuse.org, the March 24, 2026 law enforcement contact at my residence, or the legal fund I have opened.

Administration

Fee waiver. I request a waiver under ORS 192.324(5). Disclosure primarily benefits the general public. These records concern whether a state agency director, while serving simultaneously at two agencies, used the systems of one to conduct business concerning a citizen's complaint against the other. I have no commercial purpose. All records produced will be published in full, at no charge, at oprdvolunteerabuse.org.

Acknowledgment and timeline. ORS 192.324(2) requires acknowledgment or completion within five business days, and ORS 192.329(5) requires a reasonable estimated completion date where a response cannot be completed within fifteen business days. I request both in writing.

Fees. ORS 192.324(4) prohibits a fee exceeding $25 without prior written notice. If a fee is to be charged, I request that notice with an itemized basis before any work is performed, and the opportunity to narrow the request rather than have it held pending payment. I have no ability to receive or return printed forms; any fee waiver determination should not be conditioned on the return of a printed document.

Format. Electronic delivery by email or secure link, in native format with headers, recipients, timestamps, metadata, and attachments preserved and intact.

Preservation. Please treat all records responsive to this request as subject to litigation hold. I have served a notice of tort claim on the State of Oregon under ORS 30.275, and the Department of Administrative Services has opened claim P195403. This preservation request extends to any archived, backed-up, or deprovisioned account or mailbox associated with Lisa Sumption's interim appointment.

Disposition. For each numbered item, please state whether responsive records exist, produce them, or cite the specific exemption claimed for each record or portion withheld, as ORS 192.329(2) requires. If the Department is not the custodian of a category, please identify the custodian rather than closing the request as to that category. ORS 192.311(2)(b).
