I am noting an error here:

"On November 15 he served the Director and the Deputy Director notice that his request had been held for eighty-five days in violation of Oregon law (6:32)."

I did not yet have any correspondence with the Deputy at this point. His role will be removed from this sentence and reflected correctly in v1.8:

v1.8 also removes a redundant chapter on what I built since it is incorporated into the chapter on the director and the deputy. This changes the chapter numbers, which you can see reflected in the link above.
