On March 3, 2026, I wrote <https://oprdvolunteerabuse.org/record/oprd/01KJT9T6V8Q8PATA3JMZ8DD1ZW/> Deputy Director J.R. Collier of Oregon Parks and Recreation Department. I told him I was volunteering for the US Forest Service and working two jobs. I told him I intended to secure the funds needed to sue his institution for barring me from participating in civic government. I told him there was still time. It was the last door I was holding open for the man and I told him as much. I ended with refusal: "You will not bury this."

That same day, a man I have never met or corresponded with, using a title meant to carry the entire act, Oregon State Parks' Emergency Manager Jamen Lee, copying Deputy Director J.R. Collier, wrote <https://oprdvolunteerabuse.org/records/osp/attachments/01m1m4wf78xjpejj48d1jz4sj8-Electronic-Communications-Electronic-Communications.pdf#page=2> to the press captain at Oregon State Police. He did not allege a crime or threat. He sent the other man a link to my archive and invoked his Director and our Governor as shield and justification.

From that moment on, I became a target of the state's police power, ultimately leading to the deeply unethical act of March 24, 2026, but it is not that act I write to you about today. No, today I write to you as one man does to another.

They started planning this in early March and brought you in only at the end, and you enthusiastically went along with their plans, participated when you called me to deliver their message (it was received in my body for months), then went a step further when you sent my information to the county deputy I share a space with. I lack the vocabulary to categorize that last act.

I am a United States citizen. That alone afforded me the right not to be intimidated at my home and workplace over my public speech. That it was done on the anniversary that same speech was punished by an act of displacement is a further harm by men who knew that's what they were doing.

And still it is not the worst harm in this record, because they did not have the standing with me to produce it. I am a United States Forest Service volunteer. We carry the same sigil on our chests, and you used yours to harm mine. I say this because it needs to be said, and with the hope you are the kind of man who will reflect when something is named to him. What you did betrayed something sacred. I will not supply the name of it here.

Their entire goal was to displace me a second time. And you helped them attempt it. I do not want that fact lost on the record so I am supplying it myself, right now.

I recently published a feature called Key Individuals <https://oprdvolunteerabuse.org/key-individuals/> to the archive. It lists three categories of dozens of individuals and offices, including one about you <https://oprdvolunteerabuse.org/key-individuals/#forest-service-agent>. I redacted the original park staff, the program manager who spent a year writing the disparaging account of me, and the records staff of various agencies. It is my considered point of view that no one who exercises force or holds responsibility for that use of force should ever be concealed from public examination. However, I have independently reached the decision to redact your name. You will be referred to only as USFS Special Agent wherever practicable. I did not do this for you. I did it because no one should face a permanent accounting of their worst behavior and our District Ranger made it possible for me to choose that outcome.

This email was written by a human hand as he hiked <https://rswfire.com/trace/01M55ECYC283C9NZH02RAD1X0H> from Tahkenitch to Threemile Lake all the way south to Sparrow Park Road. Then back via the beach next to the Oregon Dunes on a clear and sunny late October afternoon. He was still caretaker of the Siltcoos corridor as he wrote it. He had not taken that for granted once since men came to his door to scare him. No AI was used in the writing.
