Governor Kotek,

I am the gay volunteer who documented systematic abuse, identity-based targeting, and First Amendment retaliation by Oregon State Parks employees in early 2025.

I filed a formal complaint with your office on November 18, 2025. I received no response.

I notified your campaign on December 12, 2025 with comprehensive documentation. I received no response.

This page documents:

   * What happened to me under your administration.

   * What your appointed Director Lisa Sumption did when I reported it.

   * What your silence means for your reelection campaign.

   * The electoral vulnerability this creates when your opposition discovers it.

This letter is a courtesy notification. I no longer expect you to do the right thing.

Your opposition research teams are professional and well-funded. This archive is public, permanent, and discoverable through search. When they find it — and they will — they will have independently verified evidence that contradicts your entire political brand
on LGBTQ+ protection.

You won by 3.3%. Documented failure to protect a gay volunteer from identity-based targeting by your state employees will cost you 2-3% of your base. That could end your campaign.

You still have the power to convert this into evidence of authentic accountability:

   * Order independent investigation into Honeyman State Park.

   * Hold Director Sumption accountable for protecting documented abuse.

   * Implement systemic volunteer protections across Oregon State Parks.

   * Make public commitment to LGBTQ+ volunteer safety backed by action.

Do that now, and this becomes a story about leadership that matches your rhetoric.

Ignore this, and your opposition will use it to destroy your credibility with the voters who elected you.
