Lisa, You had one responsibility that mattered: protect volunteers from supervisory abuse. You failed. I provided you with comprehensive evidence that [Park Supervisor] orchestrated systematic psychological harm against me over two months. Audio recordings. Video documentation. Contemporaneous emails. A complete evidentiary record of predatory supervisory conduct. You acknowledged receipt. You deferred to "appropriate channels." You took no action. No investigation of [Park Supervisor]'s conduct. No accountability for supervisors who weaponize their authority. No protections implemented for future volunteers. Eight months later, you closed communication, reframing documented abuse as my "emotional processing." That was not a failure of judgment. That was a failure of duty. Your role as Director requires you to ensure that volunteers—unpaid laborers offering their time to support Oregon's public lands—are protected from the people supervising them. You chose instead to protect [Park Supervisor] from accountability. That choice disqualifies you from leadership. But your failure extends beyond my case. You have had eight months to implement basic protections: clear reporting pathways for volunteers experiencing supervisory abuse, independent review mechanisms, enforceable accountability for supervisors who harm those under their authority. You have done nothing. This means the next volunteer who reports abuse will face exactly what I faced: institutional silence, retaliation for documentation, and protection of the abuser over the abused. You know this. You have the evidence. You have the authority to act. And you continue to choose inaction. That is not leadership. That is negligence. [Park Supervisor] remains in her supervisory role with no accountability, no oversight, no consequences for documented predatory behavior. Every day you allow this, you are responsible for what she does next. If another volunteer is harmed by her, that harm is yours. You were warned. You had evidence. You chose protection over accountability. I am not asking you to respond. I am informing you that your failure to protect me from [Park Supervisor]—and your continued failure to implement protections for others—disqualifies you from the position you hold. You had one job. You failed it. Completely. — Robert Samuel White Former Oregon State Parks Volunteer https://oprdvolunteerabuse.org
