Public Records Request

Pursuant to ORS 192.311 et seq.

To Whom It May Concern,

I am submitting this public records request as a supplement to my previous public records request submitted on August 22, 2025. I am requesting all records generated from August 22, 2025 to present that were not produced in response to that request, as well
as the following specific records related to a new incident.

On March 24, 2026 — the one-year anniversary of my dismissal from Honeyman State Park — three law enforcement officers arrived at my residence at the Siltcoos Work Center, U.S. Forest Service, located at [physical address]. One of those
officers was U.S. Forest Service Special Agent Matthew Oliver. The stated reason for the visit was concern about content I had posted online. That content is the public archive at oprdvolunteerabuse.org, which documents my treatment as a volunteer at Honeyman
State Park and the subsequent institutional response. Oregon plate 731 QRV was recorded on camera at the scene.

I am requesting the following records:

All communications between any OPRD employee or official and U.S. Forest Service Special Agent Matthew Oliver or any other Forest Service employee, from January 1, 2025 to present.

All communications between any OPRD employee or official and any Oregon State Police officer or official referencing my name, my volunteer service, or my online archive, from January 1, 2025 to present.

All communications between any OPRD employee or official and any Lane County Sheriff's Office employee referencing my name, my volunteer service, or my online archive, from January 1, 2025 to present.

All internal communications referencing my name (Robert Samuel White), my online archive, or the domain oprdvolunteerabuse.org from August 22, 2025 to present.

All records related to any coordination, consultation, or communication between OPRD and any law enforcement agency in connection with my online archive or public statements.

Oregon public records law requires a response within five business days. My previous request was met with a 90-day silence that constituted a violation of ORS 192.324. I expect full compliance with the statutory timeline. If any records are withheld, please
provide a written explanation citing the specific statutory exemption claimed for each withheld record.

I am requesting a fee waiver on the grounds that this request serves the public interest and will contribute to public understanding of how a state agency coordinates with law enforcement in response to a citizen's protected speech.
