Governor Kotek,

I am writing to document an escalating pattern of retaliation against me by the Oregon Parks and Recreation Department that has now reached a point I believe warrants your direct attention.

On March 24, 2026 — the one-year anniversary of my retaliatory dismissal from the Honeyman State Park volunteer program — three law enforcement officers arrived at my residence at the Siltcoos Work Center, U.S. Forest Service, Florence, Oregon. The stated reason
was concern about content I had posted online. That content is a public archive documenting my treatment as a volunteer and the institutional response to my protected speech.

On May 4, 2026, a box bearing Bi-Mart branding containing spent 12-gauge shotgun shells was left in the road directly in front of my gate, wet with urine. I observed this during daylight hours. I am retaining the box as physical evidence.

I have taken every action through legitimate channels. Public records requests. Letters to commissioners. Correspondence to your office. A documented public archive at oprdvolunteerabuse.org with my name on it. I have asked for accountability for a wrong that
could have been acknowledged and resolved over a year ago.

The response from this institution has been law enforcement at my federal residence and what appears to be criminal intimidation.

I am a U.S. Forest Service caretaker on federal land. I am not going anywhere. But I am asking whether this is the conduct your administration will allow to continue under your watch.
