As a courtesy, I am notifying you before I file.

This week I will submit a notice of claim to the Claims Section, Risk Management Division, Department of Administrative Services, under ORS 30.275. It concerns March 24, 2026, when Oregon State Police and a United States Forest Service special agent were sent
to my residence behind a locked federal gate, on the one-year anniversary of my dismissal, with no crime alleged and no action taken.

The claim concerns that act alone.

I have released everyone else. I released the 42 U.S.C. § 1983 claim against the Program Manager unconditionally and in writing on July 8, 2026. The names of the four local employees have been removed from the public archive and will not be restored. I have
declined to pursue the United States Forest Service. I am not pursuing anyone for the conduct that preceded March 24.

What remains is one act with one author: the person who conveyed my date of birth and my location and caused armed officers to be sent to where I live. The Oregon State Police dispatch record contains my date of birth entered on March 24, ten days before I
first provided it to that agency. The District Ranger for the Central Coast Ranger District has stated in writing that the Forest Service did not initiate the interview. One question remains in this matter. It will be answered by the records process or under
oath.

That individual is the subject of the claim, and of the § 1983 action that follows it.

I have asked for one thing from the beginning and I ask for it again: that each person be accountable to their own behavior. This is the single act I would consider resolved if it were honestly acknowledged by the person who committed it. That remains available.
