I am writing regarding PR27478.

The record shows the following.

I submitted this request on April 3, 2026. On the same day, April 3, 2026, Marni L. Carlson wrote to me stating: "The Department has conducted a search which identified no records responsive to your request."

On April 13, 2026, a CAD record for the March 24 event was printed inside the Central Records Section. On July 14, 2026, you released that record to me in full, having reviewed it for exempt material with none identified.

The request that Ms. Carlson closed on April 3 asked for the following:

All records related to the March 24, 2026 visit to [physical address], including:

- The names, badge numbers, and unit assignments of all Oregon State Police officers present.

- All communications related to the planning, authorization, or coordination of this visit.

- All communications referencing my name, my online activity, or the domain oprdvolunteerabuse.org.

- Any incident reports, case files, or after-action documentation.

- All communications between any OSP officer and U.S. Forest Service Special Agent Matthew Oliver or any Oregon Parks and Recreation Department employee in connection with this visit.

The request also stated, in two places, that I had issued a litigation preservation notice to Oregon State Police dated April 2, 2026, and requested acknowledgment of that notice. I have never received acknowledgment.

To date, one record has been produced: the CAD for event SP26097765.

The following categories were requested on April 3, 2026 and have not been produced, nor has any exemption been cited for withholding them:

1. The names, badge numbers, and unit assignments of all Oregon State Police officers present. The CAD names one unit. Two Oregon State Police officers were at my door. The vehicle bearing Oregon plate 731 QRV is visible in my recording of them departing.

2. All communications relating to the planning, authorization, or coordination of the visit. The CAD identifies DPSST #48454, Tawny Woodward, an OSP dispatcher, as the creator of the event and the author of its comment. A dispatcher records what she is told.
The communication in which that information -- my name, my date of birth, the location "Siltcoos Work Center," and the stated purpose -- was conveyed to dispatch is responsive to this request. So is any recorded radio or telephone traffic on March 24, 2026
relating to this event.

3. All communications referencing my name, my online activity, or oprdvolunteerabuse.org.

4. Any incident reports, case files, or after-action documentation.

5. All communications between any OSP officer and Special Agent Matthew Oliver or any OPRD employee in connection with this visit.

6. CAD audit trail data for event SP26097765, including entry, modification, and access logs.

I would ask the following.

What search was conducted on April 3, 2026? Which systems were queried, by whom, and against what terms? A search that identified no records on April 3 did not locate a CAD record that existed at the time and was printed ten days later.

For each of the categories above, does Oregon State Police maintain records responsive to it? If a category is empty, please state that. If records exist and are being withheld, please cite the specific statutory exemption claimed for each.

Finally, I am restating the preservation notice served April 2, 2026 and referenced in the request Ms. Carlson answered. All recorded dispatch communications for March 24, 2026, all CAD audit data for event SP26097765, and all communications identified above
are subject to it and must be preserved.

I renew my request for a fee waiver on public interest grounds. I am not seeking these records for commercial purposes.
