This is a courtesy notice. I am submitting the attached public records request through the Department's electronic request form, per the notice of July 27, 2026 that email submissions are no longer accepted. I am sending it here as well so the Department has
it directly and so the record is complete.

The request concerns the fee and exemption letter itself: the template, its versions, the instructions governing its use, and the letters issued on it. It is an audit of the instrument, not of my own matter. It is a new request, not a supplement to PR27478,
and I have asked that it not be consolidated with PR27478 or allowed to affect its processing.

When a practice is applied to me, I examine the practice. The April 13 letter lists responsive records by checkbox, contains one checked item, and states a statutory category without identifying a record within it. Whether that instrument satisfies ORS
192.329(2) is a question that affects every requester who receives it, not only me.

I have requested a fee waiver under ORS 192.324(5) and have asked that the parts of the request that are small and central be produced first, so that nothing waits on the parts that are not.

Mr. Pitcher is copied because instruments of this kind — the forms and templates through which an agency states its fees and asserts its exemptions — fall within his office's domain.
