Captain Kennedy, My name is Robert Samuel White. We have never corresponded. On September 3, 2026, your Department produced its file on me under public records request PR27478, the threat-assessment case your order created. The production is published in full at oprdvolunteerabuse.org. This letter concerns that order. The email that reached you on March 3, 2026 described a citizen publishing a documented record and writing to his Governor. It alleged no crime and quoted no threat. By morning you had ordered a threat assessment "asap." Everything in your Department's file descends from that order. The federal task force distribution. The fusion center documentation. The driver's record. The instruction to my supervisor to conceal the inquiry from me. The satellite photographs of the place where I sleep. The armed visit, through a locked federal gate, on the anniversary of the dismissal I had documented. Your own detective reviewed my archive before anyone drove and recorded that there was nothing. It ran anyway --- because the concern was never safety. It was who was reading my letters. You command Government and Media Relations. Threat assessment exists for danger to human beings, and you aimed it at a publisher, from the press office, against a man whose entire conduct was documentation. There is a name for a state that does this to its critics, and there is no version of your oath that covers it. Your Department has now produced the file. In it, your order stands as the first act of state power against me, and every act that followed cites to it. That is what the permanent record holds against your name. It is the subject of a tort claim served on the State of Oregon, in which you are named in your individual capacity.
