To the Public Records Officers of the State of Oregon:

On March 3, 2026, I wrote Deputy Director J.R. Collier of Oregon Parks and Recreation Department. I told him I was working two jobs and volunteering for the US Forest Service. I told him I intended to secure the funds to sue his agency for barring me from participating in civic government. And I told him there was still time to prevent it. It was the last door I was holding open for the man and I told him as much. I ended with refusal: "You will not bury this."

He reached for borrowed power.

Within hours, a man I have never met or corresponded with, using a title meant to carry the entire act, Oregon State Parks' Emergency Manager Jamen Lee, copying Deputy Director J.R. Collier, wrote to the press captain at Oregon State Police. He did not allege a crime or a threat. He sent the other man a link to my archive and invoked his Director and our Governor as justification.

>From that moment forward, I became a target of your state government's police power.

I was targeted and documented by the people you work for. My name was placed in state and federal criminal databases. My supervisor was told not to inform me law enforcement was looking for me. And three men with guns showed up at my door to tell me I was "not in trouble." Behind a locked gate, at a secured federal facility, in a forest, on the anniversary the Deputy's agency displaced me from the life I built from scratch. Days after they left, someone left a box of spent shotgun shells at my gate, covered in urine.

I responded to this very serious abuse of power by asking for the public records of these events. I have followed every channel the government created to repair an act like this one, and discovered every channel pointed at containment and away from public disclosure or accountability.

This includes you. If you disagree, say so now.

I am a United States citizen. That alone afforded me the right not to be intimidated at my home and workplace over my public speech. And it affords me the right to see who did it and why. This matter now sits before your Public Records Advocate as the final test of what this state government does when it harms someone.

This weekend, I finished a feature called Key Individuals to the archive. It lists three categories of dozens of individuals and offices, including yours. It is my considered point of view that no one who exercises force or holds responsibility for that use of force should ever be concealed from public examination. It is my further opinion that public records officers should be held to the highest possible standard and that by default everything they do should be on the record.

Despite the fact every one of you has failed to meet this standard, I have made the decision to focus this record on the ones I consider most dangerous, and that is anyone who wields power unethically and unaccountably, and that is not you, so your names are redacted.
