This letter applies to all of you.

I am aware that Lisa Sumption was temporarily moved to ODOT while retaining her title and email address at OPRD. That changes nothing about her liability here.

On March 24, 2026 — the one year anniversary of my dismissal from Honeyman State Park — state officers arrived at my home and workplace on restricted federal land to intimidate me over protected speech. This is documented. This is public. This will not disappear.

All of you hold personal liability for what happened and for whatever comes next if you fail to act.

Stefanie Coons — as Interim Director you are fully responsible for the conduct of this institution. Your silence is noted.

J.R. Collier — you positioned yourself as the point of contact for this institution. Your silence is unacceptable.

Governor Kotek — state police officers came to my home on restricted federal land. Your office remains silent. That silence is documented.

Commissioners — you have a responsibility to ensure ethical management of this agency. You have that responsibility today.

No one has acknowledged what happened. No one has addressed it. That is a choice. And every choice is documented.

You have spent a year trying to avoid liability by remaining silent, but this matter meets a threshold where your silence is not just liability -- it is active harm.

I demand a written response acknowledging what occurred on March 24, 2026 and the steps being taken to ensure it never happens again.
