Your institution recently produced its Volunteer Dismissal Guidance in response to my public records request. I am writing to ask you to answer, in writing, the following questions about my dismissal.

 

Your Volunteer Dismissal Guidance classifies incidents as minor, moderate, or severe. Each classification carries defined incident types and defined procedural requirements. Statewide dismissal is reserved for severe incidents involving
discrimination, harassment, violence, weapons, or controlled substances.

 

Please identify, in writing:

 

The incident classification — minor, moderate, or severe — assigned to my case for both my dismissal from Honeyman State Park on March 24, 2025 and my statewide dismissal on March
26, 2025.
The specific conduct that placed my case within that classification under your own policy definitions.
The procedural steps followed at each stage, including any formal discussion held with me prior to dismissal as required by your procedure.

 

Your dismissal letter of March 26, 2025, written on agency letterhead and signed by you, states explicitly that the reason for my permanent statewide dismissal was my public comments about staff regarding my volunteer service. Public speech
does not appear in any incident category in your Volunteer Dismissal Guidance — not minor, not moderate, not severe.

 

On March 25, 2025, you conducted a thirty-minute call with me that I recorded. On that call you presented unnamed sources, unspecified accusations, and at least one claim — that I had said a staff member would be used to kill me when the
end of the world occurs — that I denied directly and that has no basis in fact. You filed my documented testimony about the glass comment, the benefit of the doubt admission, [Volunteer Services Lead]'s conduct, and the pattern of coercive dismissal attempts as perspective. You
promised a determination by Friday the 28th while the decision had already been made. Hours after I sent you a detailed letter attempting accountability, you issued permanent statewide dismissal.

 

That call does not reflect the procedural requirements outlined in your own Volunteer Dismissal Guidance. No procedure in that document authorizes statewide dismissal based on public speech. No procedure authorizes the use of unnamed sources
as the basis for dismissal without specific documented evidence. No procedure was followed that gave me a genuine opportunity to respond before the decision was executed.

I am asking you to identify, specifically and in writing, where my conduct fell within your own policy framework and how the procedure you followed satisfies the requirements of that framework.

 

This request is made in connection with my active public records request and will be documented at oprdvolunteerabuse.org accordingly.
